The Conference of Heads of Assisted Secondary Schools (CHASS), has called for a review of the free Senior High School (SHS) Policy after three years of its implementation.
This is to ensure that, challenging areas are addressed to promote effective implementation and positive outcomes.
The President of CHASS, Alhaji Yakub Abubakar explained that, although the introduction of the policy is one of the best things to happen to Ghana’s education, its implementation has not been free from some pressing challenges, hence the need for the review.
He was addressing hundreds of delegates at the 58th annual Conference of CHASS in Cape Coast.

Government rejects CHASS’ request to review Free SHS Policy

Since they want a review of the free SHS policy, but the challenges warranting the review have not been stated, I will use this opportunity to educate them on some of the reviews the MOE/NaCCA is doing with regard to the curriculum for SHS education. The curriculum review is ongoing, CHASS must read about what is happening at NaCCA about the curricula for the free SHS. The curricula for secondary education is under review to ensure SHS education in not only a preparation for university education but also for other career pathways and the world of work. The first four years of secondary education (B7 to B10) is now designated the Common Core Programme (CCP). The curricula for the CCP is ready and the first cohort of high school students will commence with it next academic year. This implies they will reach SHS or (B10) in January 2024 by which time a lot of preparations, inputs and logistics would have been put in place in schools to support the programmes in the two career pathways to be designed for students in the final years of SHS education (i.e. B11 & B12).This suggests the SHS will continue to run the current programmes for the next three years. What CHASS should do now is develop strategies for organizing their members into professional learning communities (PLC) that will engage in regular continuing professional develop (CPD) focusing on how to deal with the diversity of learners or manage inclusivity in the free SHS system. This will be easy because I have heard that money for CPD is now consolidated into their members’ salaries.
