Sammy Gyamfi dismisses ‘sakawa’ criticism, defends tax cuts

The Acting Managing Director of the Precious Minerals Marketing Company (PMMC), Sammy Gyamfi, has defended the government’s recent tax policies, insisting they have relieved Ghanaians of burdens imposed by the previous administration.

Speaking on TV3’s New Day on Wednesday, March 12, 2025, Gyamfi criticised the former New Patriotic Party (NPP) government’s tax measures, particularly the Electronic Levy (E-Levy), which deducted 1% from mobile money (MoMo) transactions.

He stated that the NPP justified the controversial tax through organised town hall meetings, despite widespread public discontent.

“The NPP organised town hall meetings justifying this “atutubotom” the E-Levy, but today, that market woman can send money to her children and suppliers through MoMo without paying E-Levy,” he stated.

Sammy Gyamfi further asserted that businesses that struggled under the tax regime would now have the opportunity to recover. “The MoMo industry that is dying will now be revived. That tax, which was discouraging a lot of people to use this platform, is now scrapped,” he asserted.

Responding to criticism from former Finance Minister Dr. Amin Adam, who labelled recent economic policies as “Sakawa”—a Ghanaian term often associated with fraud—Gyamfi dismissed the remarks.

“If this is what Amin calls ‘Sakawa,’ then we are happy with it,” he said.
