Council of State should do more than advise President – Muhammed Mumuni

The newly elected Northern Regional representative on the Council of State, Muhammed Mumuni, is advocating for an expanded role for the Council in national governance. The former vice presidential candidate believes the Council’s influence should go beyond merely advising the president. 

Speaking to Citi News in Accra on Tuesday, February 11, 2025, Alhaji Mumuni emphasized that while the Council of State plays a vital role in shaping national policy, its full potential has yet to be realized.

“After 30 years of governance, we have seen what the Council can do. But we have also seen that it has not been allowed to operate in the full sense,” he noted.

He underscored the need for greater collaboration between the Council and other state institutions, particularly Parliament.

“When advice is given, it can either be accepted or rejected. To be fair to the president, advice must be given in-camera, which is okay”.

“But we believe that the Council of State should engage more with other bodies like Parliament. For instance, with the challenge we had with the hung Parliament, we helped a lot,” he explained.

“We saw the Council of State make a brief appearance when they went to meet the speaker to try to cool tempers and bring about the necessary peace. We believe that the Council of State can do more,” he added.

Following his election, Alhaji Mumuni expressed confidence in his ability to represent the Northern Region effectively, citing his extensive governance experience.

“I have served in various capacities—from assembly member to presiding member.

“I have been part of two cabinets under the Rawlings and Mills administrations and even served as a running mate. The Northern Region made the right choice in electing me.”

He said he is certain that his experience and knowledge will help strengthen the work of the Council of State in supporting the president’s governance. 

The reset agenda is truly in motion,” he stated.
