Finance Minister to present urgent bill to remove E-Levy and Betting tax

The Minister of Finance, Dr. Cassiel Ato Forson, will today, March 12, 2025, present a bill to Parliament to remove the Electronic Transfer Levy (E-Levy) and betting tax. This bill will be introduced under a certificate of urgency, meaning Parliament will consider it immediately.

Dr. Ato Forson announced this on Tuesday, March 11, during an interview on JoyNews’ PM Express. He stated that the bill also aims to eliminate the COVID-19 Levy as part of the government’s efforts to reduce the tax burden on citizens and businesses.

“Tomorrow morning, I will go to Parliament to submit the bills, and I expect them to be considered under a certificate of urgency,” Dr. Forson said. He explained that repealing these taxes would be a straightforward process, as each tax removal will be addressed in a single clause.

The Finance Minister emphasized that since these taxes affect government revenue, they qualify for urgent treatment under the Constitution. He expressed confidence that Parliament will act quickly on the bill. “I am hopeful that Parliament will take the necessary steps and approve it for us,” he added.

Dr. Forson assured that the bill has full support from the ruling party’s majority in Parliament. If passed, it will be sent to President John Dramani Mahama for approval and signing into law.

The removal of these taxes is part of the government’s broader plan to eliminate five so-called ‘nuisance taxes’ under the 2025 Budget. The goal is to reduce financial pressure on Ghanaians and support economic growth.
