In a significant shift in national policy, the government has announced the elimination of several key initiatives, including the One District, One Factory (1D1F), GhanaCares, and YouStart programmes initiated by the Akufo-Addo-led administration.
The announcement was made by Dr. Ato Forson, Ghana’s Finance Minister, who cited the need to streamline efforts and redirect resources toward more sustainable and impactful development projects.
“The decision to phase out these programmes is part of a broader strategy to enhance efficiency and focus on more effective long-term solutions for economic growth and job creation,” Dr. Ato Forson explained while presenting the 2025 Budget Statement.

The 1D1F initiative, which aimed to establish factories in each district to boost local industries, the GhanaCares programme, designed to revitalize the economy post-pandemic, and YouStart, which focused on supporting youth entrepreneurship, will no longer be part of the government’s policy framework moving forward.
This move is expected to lead to the re-allocation of resources into newer, more strategic programmes designed to better align with Ghana’s evolving economic priorities.
The government assured citizens that while these programmes are being phased out, new initiatives aimed at fostering sustainable growth and creating more job opportunities will take their place.
