SIGA DG says GBC’s move from 19th to 10th position on Public Enterprises League Table (PELT) Awards is commendable

The recently released 2021 Public Enterprises League Table (PELT) shows that the Ghana Broadcasting Corporation, GBC made it to the 10th position out of 64 State Owned Enterprises (SOEs) and Specified Entities(SEs) that were accessed for efficiency and good governance practices.

GBC’s position represents a move from the 19th position on the 2020 Public Enterprises League Table (PELT) and Awards.

The Public Enterprises League Table (PELT) Awards is a prestigious awards scheme that recognizes outstanding Specified Entities (SEs) in Ghana based on key metrics as defined by the Public Financial Management Act, 2016 (Act 921), Public Financial Management Regulation 2019 (L.I. 2378), and the SIGA Act, 2019 (Act 990).

According to the State Interest and Governance Authority (SIGA), the PELT Awards Scheme aims to raise the bar for corporate governance standards, promote healthy competition, and improve the efficiency and profitability of Ghana’s Specified Entities (SEs).

SIGA Boss, Ambassador Edward Boateng, speaking at the 2nd Edition of the SIGA Editors Forum in Accra, agreed that State Enterprises are doing better than before, and this needs to be lauded.

He singled out the effort being made by the State Broadcaster, GBC and said this cannot be left unnoticed. ”These entities subject themselves to strict compliance rules and governance procedures and we need to applaud them,” Ambassador Boateng said.

For the Specified Entities and State-Owned Enterprises, SOE’s to contribute from 3% to over 10% in a 3-year period to the balance sheet is ”an achievement that should not be overlooked”, the SIGA Director General noted.

In 2021, 48 SOEs and SEs contributed six per cent to the country’s GDP, with 62 SOEs and SEs contributing 10 per cent in 2022.

The Director General said with assets, 19 SOEs and SEs contributed 30.74 per cent to the Government’s assets in 2020, 48 contributed 49.14 percent in 2021, with 62 contributing 76.4 in 2022.

”Our goal is to make them profitable. When we went to China, a lot of the SOE’s were salvaged in the 1990’s, today they are global brands”, giving an insight into a Study Tour of Beijing with SASAC, SIGA’s counterpart in China.

SIGA’s goal is to focus on human resource development and harness research to build the Specified Entities and State Owned Entities to grow and contribute appreciably to Ghana’s Gross Domestic Product, GDP.
