The Ghana Statistical Service (GSS) is coordinating an independent Final Evaluation of the Ghana National Anti-Corruption Action Plan (NACAP), which has been in effect from 2015 and will conclude in 2024. This evaluation is part of Ghana’s ongoing efforts to combat corruption.
According to a statement signed by the Government Statistician, Prof. Samuel Kobina Anim, the assessment is being carried out by national consultants, with technical assistance from the Independent Evaluation Section (IES) of the United Nations Office on Drugs and Crime (UNODC).
The NACAP implementation is spearheaded by a High-Level Implementation Committee and a Monitoring Committee, with the Commission for Human Rights and Administrative Justice (CHRAJ) playing a central coordinating role.
The evaluation aims to assess the achievement, impact and sustainability of NACAP in fighting corruption in Ghana.
The second NACAP (2025-2034) will be developed in consultation with relevant stakeholders, after the evaluation of the maiden NACAP.
According to the statement, the evaluation results will guide the design and implementation of more effective anti-corruption strategies to improve resource utilization for the benefit of the general population.
The results will also help to establish mechanisms and tools in NACAP 2 to promote learning, accountability and integrity in Ghana. It explained that the evaluation targets all NACAP stakeholders and implementing agencies, including the Executive, Parliament, Judiciary, Public Sector Institutions (Ministries, Departments and Agencies [MDAs] and Metropolitan, Municipal and District Assemblies [MMDAs]), Anti-corruption and Law Enforcement Agencies, among others.
A wide range of information sources with various evaluation approaches, including document review, questionnaire administration and a survey approach for in-depth interviews, are being adopted to evaluate the progress of the activities and strategies as set out in NACAP. As an important national exercise to shape Ghana’s continued fight against corruption, GSS invites all persons in Ghana to participate in the evaluation by providing open and honest responses and inputs through the Citizen Science approach.

GSS assures the general public of the confidentiality of participants’ responses, which will be aggregated, anonymised and used for evaluation purposes only.
