Dr. George Smith-Graham has been reappointed as the Chief Executive Officer of the Fair Wages and Salaries Commission (FWSC), officially assuming office today, April 22, 2025.
The appointment, made by President John Dramani Mahama, marks Dr. Smith-Graham’s return to a role he first held from 2009 to 2017. During his initial tenure, he played a central role in introducing the Single Spine Salary Structure, a policy shift aimed at ensuring uniformity and fairness in public sector compensation.
Dr. Smith-Graham takes over from Mr. Benjamin Arthur, a labour relations expert who had led the Commission since January 2022.

The Head of Public Affairs at the FWSC, Madam Emelia Ennin Abbey, confirmed the appointment and indicated that further updates regarding the Commission’s leadership and plans would be shared in the coming days.
With over three decades of experience in compensation management and public service reform, Dr. Smith-Graham is expected to contribute significantly as the government prepares to transition the FWSC into an Independent Emoluments Commission.
Established under Act 737 of 2007, the Fair Wages and Salaries Commission operates under the Ministry of Employment and Labour Relations.
Its mandate includes advising the government on salaries, wages, grading, and the broader framework of public sector compensation.
