The inauguration of the 9th Parliament of Ghana has began with newly elected Members of Parliament (MPs) seated for the new legislative term.

The event marks a significant moment in Ghana’s political landscape, as newly elected MPs gather to assume their roles and responsibilities in shaping national policy.

With the swearing-in ceremony scheduled to take place at Midnight, the MPs are expected to take an oath of office, formally entering their positions and committing to serving their constituents and the nation.

The commencement of the 9th Parliament is seen as a crucial milestone for Ghana’s democracy, with various political parties looking forward to influencing key legislative decisions. As the MPs settle into their seats, anticipation grows over the direction the new Parliament will take, particularly in terms of policy debates, laws to be passed, and the overall governance of the country.

The proceedings are also expected to highlight the political dynamics of the nation, as the Parliament remains a critical forum for discussions on governance, development, and the welfare of Ghanaians. With both seasoned politicians and fresh faces entering the Parliament, the inaugural session is set to offer a glimpse into the future political direction of Ghana.

SPEAKER OF THE 9TH PARLIAMENT

Alban S.K. Bagbin, the Speaker of the 8th Parliament, has been re-nominated by President-Elect John Dramani Mahama for consideration as Speaker in the 9th Parliament.

The 9th Parliament will officially begin its term on January 7, 2025, and will conclude on January 6, 2029.

SEATS

The National Democratic Congress (NDC) has secured a majority, surpassing the New Patriotic Party (NPP), whose representation has significantly declined.

However, two constituencies, Ablekuma North and Akwatia, are currently facing issues with their collations and have been barred from participating in the Speaker of Parliament election, following a court order served to the Clerk of Parliament.

The Member of Parliament elect for Akwatia, Ernest Kumi has chosen to engage in the activities of the 9th Parliament, despite a court ruling that prohibits the two contested constituencies from taking part in the election of the Speaker.

A High Court issued an interim injunction restraining the Clerk of Parliament from recognizing Ernest Kumi as the elected member therefore the decision to participate comes at the MP’s own risk.

The Clerk to Parliament warned that any member who participates in the vote, despite the court’s order, could be committing an offense under Article 105 of the 1992 Constitution.

Development

Meanwhile, a roll call for MP’s is currently underway.

Election of Speaker

Alban Sumana Kingsford Bagbin has been elected Speaker of the 9th Parliament of the 4th Republic.

The Chief Justice, Her Ladyship Justice Gertrude Araba Esaaba Sackey Torkornoo who was in the Chamber of Parliament administered the Oath of Allegiance and the Speakers Oath.

The swearing-in ceremony of Ghana’s 9th Parliament, held on January 7, 2025, followed the endorsement of Alban Sumana Kingsford Bagbin for the Speaker role by President-elect John Dramani Mahama. Bagbin’s re-election reinforces his influential role in Ghana’s parliamentary history, having served as Speaker during the 8th Parliament.

The proceedings commenced with Cassiel Ato Forson, the newly confirmed Majority Leader, proposing Bagbin’s nomination. “I move that Hon. Alban Bagbin do take the chair of this House as the Speaker of the 9th Parliament,” Forson announced on the parliamentary floor.

The motion was seconded by Minority Leader Alexander Afenyo-Markin, though not without controversy. Afenyo-Markin expressed concerns about the nomination process, accusing the President-elect of insufficient consultation regarding Bagbin’s endorsement.

This disagreement added a layer of drama to the otherwise formal proceedings.

Speaker Swears in Members of the 9th Parliament

Alban Sumana Kingsford Bagbin, upon assuming the role of Speaker of the 9th Parliament, administered the Oath of Allegiance and the Oath of Member of Parliament to the newly elected MPs of the House.

This significant moment marked the formal induction of the MPs into their legislative duties, under the leadership of the newly elected Speaker.

9th Parliament Officially Inaugurated

Ghana’s 9th Parliament has been officially inaugurated under the leadership of Speaker Alban Sumana Kingsford Bagbin who assumes power with a wealth of exeperience.

The inauguration ceremony marked the beginning of the new parliamentary session, with Speaker Bagbin presiding over the proceedings.

Following his election as Speaker, he administered the Oath of Allegiance and the Oath of Member of Parliament to the newly elected MPs, officially inducting them into their legislative roles.

The event sets the stage for the 9th Parliament as it embarks on its legislative duties for the Fourth Republic.

Process of Electing Two Deputy Speakers

MP for Akatsi South Constituency, Bernard Ahiafor elected 1st Deputy Speaker of Parliament after his nomination.

The MP for Fomena Constituency, Andrew Asiamah Amoako was also elected for the position of 2nd Deputy Speaker of the 9th Parliament.
