Majority leader, Osei Kyei Mensah‐ Bonsu has reiterated that the purported rejection of the 2022 Budget and Economic Policy by Parliament was unconstitutional, as the actions of the Speaker were unprecedented.
According to him, the Constitutional Act of Parliament demands that at least one half of all members of Parliament should vote in support of the motion in the House, when it comes to deciding on any matter of the House.
“… But to do his own thing, close with Article 102. Which we think is untenable. It is clear what they did by the pretext of Article 104 which simply provides that if you want to take a decision you require not less than one half. We didn’t have one half of the House in place’’.
Mr. Osei Kyei Mensah-Bonsu stated in an interview with Host Thelma Tackie on the GTV Breakfast Show.
He also said that it was biased on the part of the Speaker to ask the Finance Minister to exit the Chamber, while keeping the General Secretary of the National Democratic Congress, Johnson Asiedu Nketia in the Public Gallery of Parliament.
On the way forward, the Majority Leader said there should and there would be consensus regarding approving the government’s 2022 Budget and Economic Policy.
