The governing National Democratic Congress has issued a statement directing specific actions to be taken to get the best MMDCEs for the various Assemblies and vetting of Aspirants for the position.

In a letter issued in Accra and addressed to the Regional Chairmen and the Secretaries, the General Secretary of the Party, Fifi Fiavi Kwetey said, “The competence and relevant experience of each applicant should be critically assessed, as these attributes are essential for effectively managing the intricacies and complexities associated with the office of an MMDCE”.

The letter also asked the committee to make sure persons filed are qualified under the 1992 Constitution of the Republic of Ghana, “Applicants must meet the eligibility criteria for Members of Parliament as stipulated in Article 94(3) (c) of the 1992 Constitution of Ghana”.

Attention: All Regional Secretaries

RE: PRESIDENTIAL DIRECTIVE ON APPOINTMENT OF MMDA CHIEF EXECUTIVES

Reference is made to the above subject with reference number NDC/HQ/69/02/64 dated 2nd January 2025. By the Presidential directive concerning the appointment of Metropolitan, Municipal, and District Chief Executives (MMDCEs), you are hereby instructed to establish Regional Vetting Committees in your respective regions to oversee and facilitate the vetting and selection process for MMDCE candidates within the various districts across the country.

A. Composition of Regional Vetting Committees

Each Regional Vetting Committee shall comprise the following members:

  1. Regional Chairman
  2. Regional Secretary
  3. Regional Organizer
  4. A representative of the Council of Elders
  5. A representative of former appointees.
  6. A representative from the women’s wing
  7. A representative from the parliamentary caucus
  8. Two Constituency Executives (who are not applicants for the MMDCE position)

NB: Other Regional Executives may participate as observers.

B. Guidelines for the Selection and Vetting of MMDCES

  1. Proof of Membership:

All applicants must provide verifiable proof of membership in the party.

  1. Constitutional Requirements:

Applicants must meet the eligibility criteria for Members of Parliament as stipulated in Article 94(3) (c) of the 1992 Constitution of Ghana.

  1. Customary, Geographical, and Ethnic Balance:

a. Due consideration must be given to the customary, geographical, and ethnic composition of each district to ensure a balanced distribution of political power and influence. This approach aims to foster unity and rally the entire district around a common developmental agenda.

  1. Competence and Experience:

a. The competence and relevant experience of each applicant should be critically assessed, as these attributes are essential for effectively managing the intricacies and complexities associated with the office of an MMDCE.
