Parliament: Motion to challenge conduct of Dep. Speaker disallowed, Minority to contest

The Minority in Parliament has described as misconceived and an abuse of discretionary powers, the reliance on Order 13(2) of the Standing Orders by the first Deputy Speaker, Joe Osei Owusu to decline a motion filed by the Minority Leader.

Haruna Iddrisu had written to the first Deputy Speaker notifying him that he intends to move a motion to challenge his conduct and ruling on his motion to rescind the approval of the budget. The Clerk had written back to the Minority Leader, conveying to him that the First Deputy Speaker in pursuant of Order 13(2) has refused to admit the motion.

In his response, Mr. Iddrisu said Article 296 of the Constitution enjoins the First Deputy Speaker to be fair and candid in the use of his discretionary powers. Mr. Iddrisu said he and the entire Minority vehemently disagree with the position and conduct of the first Deputy Speaker on his Motion and intend to take up the issue with the Speaker himself when he returns within the week.
